Asbestos and Lead Services

Pioneer’s licensed and accredited staff provides various levels of testing for asbestos-containing materials (ACMs) and lead-based paint (LBP).

Additionally, Pioneer provides consultation and plans on managing confirmed ACMs or LBP. The scope of work typically involves identifying friable and non-friable ACMs and assessing their condition and/or identifying potential lead hazards, such as chipping and peeling LBP. Our services mainly include:

  • Preliminary ACM and/or LBP surveys as part of Phase I ESAs
  • Pre-Renovation/Pre-Demolition asbestos surveys
  • LBP screening
  • Preparation of ACM and/or LBP
    Operations and Maintenance (O&M)
    Programs

Pioneer has performed ACM and/or LBP surveys in hundreds of structures, including multi-family residential buildings, industrial/ commercial buildings and office buildings. The Environmental Protection Agency (EPA) and the Occupation Health and Safety Administration (OSHA) define ACMs as bulk materials containing asbestiform minerals in concentrations greater than 1%, and amendments to the Lead Based Paint Poisoning Prevention Act established the allowable level of lead in paint to 0.5 percent by weight of dry sample. Lead paint has recently come under greater scrutiny because of the US EPA’s Lead Renovation, Repair, and Painting (RRP) Rule. Regulations for ACMs can be ambiguous and irregularly-enforced. The National Emission Standards for Hazardous Air Pollutants (NESHAP) require that an appropriate inspection be conducted prior to renovation or demolition activities that may potentially disturb ACMs, and some municipalities have more strict requirements for the handling of these materials. Pioneer regularly aides its clients in complying with the above regulations and evaluating capital expenditures involved in performing required abatement activities.
